Through this option you can view the progress of the users enrolled to the course. You can also reset their progress on course or preview any certification that has been given to them. When you reset the progress of someone that has gain a certification for that course, you will be asked whether you want the certification revoked as well. You can add new users to this course from the additional "All users" tab (1).
